Grind all ingredients together. You may wish to crush the peppercorns and garlic first, since those are much harder than the other items, which crumble to dust easily.

Why volumetric?
The freeze-dried ingredients are so unbelievable light weight that volumetric is just plain easier. Using a scale might be more precise, but only if you have a really sensitive scale
